Abstract
Below you will find the general principles of the new Constitution of the Arab Republic of Egypt. Egypt is an important and leading state in every respect in the Arab and Islamic World. Egypt has had a new constitution within the framework of the constitutional developments called the “Arab Spring” for two years. A referendum was held for the constitution on 15.12.2012. 32.9% of the people participated in the referendum, and 63.8% of those who participated voted in favor. The Egyptian Supreme Electoral Council announced on 25.11.2012 that the objections to the referendum were rejected and the Constitution was finalized. There is still a desire to make a broader constitution. Since the legislative body elected for this purpose and the constitutional commission established were annulled by the Constitutional Court, work on a new constitution has come to a standstill. Below I present the general provisions and principles of the Egyptian Constitution.
Abstract
Aşağıda Mısır Arap Cumhuriyeti’nin yeni Anayasasının genel prensiplerini bulacaksınız. Mısır, Arap ve İslam Dünyası’nda her bakımdan önemli ve lider konumunda bir devlettir. Mısır iki yıldan beri “Arap Baharı” diye adlandırılan anayasal gelişmeler çerçevesinde yeni bir anayasaya sahip oldu. Anayasa için 15.12.2012 günü bir Referandum yapıldı.Referanduma Halkın % 32.9 u katıldı, katılanların ise % 63.8 i kabul oyu kullandı. Mısır Yüksek Seçim Kurulu, 25.11.2012 günü yaptığı açıklamada, Referanduma itirazların reddedildiğini ve Anayasanın kesinleştiğini ilan etti Halen daha geniş bir anayasanın yapılması arzusu da bulunmaktadır. Bu gayeyle seçilen yasama organı ve teşkil edilen anayasa komisyonu Anayasa Mahkemesi tarafından iptal edildiğinden, yeni bir anayasa çalışma faaliyeti durmuş bulunuyor. Aşağıda Mısır Anayasası’nın genel hükümlerini, prensiplerini takdim ediyorum.
