The 4F Model for Intelligent Public Procurement: A Strategic Framework for Data-Driven Governance in Central and Local Administrations

Abstract

Purpose: This study proposes the 4F Model—Forecast, Find, Follow, Fund—as a strategic framework for intelligent public procurement, leveraging artificial intelligence (AI) and data analytics. The model aims to provide an adaptable roadmap for public administrations to modernize procurement systems. It focuses on enhancing transparency, efficiency, and long-term value creation. Methodology/Approach: The research adopts a design science approach, complemented by AI-based simulation experiments and cross-case institutional analysis within Türkiye's public sector. The framework was further refined through expert elicitation using semi-structured interviews. This multi-method approach ensures both theoretical robustness and practical relevance. Findings: Empirical results demonstrate significant improvements in procurement governance, including a 28% reduction in lead times and enhanced anomaly detection with a mean F1-score of 0.82. The study also reveals increased alignment between budget allocations and performance indicators. These findings validate the model's effectiveness in real-world scenarios. Practical implications: The 4F Model offers a practical guide for central and local governments aiming to implement data-driven procurement reforms. The framework can help public managers improve strategic decision-making and optimize resource allocation. Originality: This paper introduces a novel and integrated framework that addresses a critical gap in the public procurement literature. The 4F Model is one of the first to offer a holistic, AI-driven, and scalable solution contextualized for the public sectors of emerging economies. It bridges theory and practice by providing a comprehensive roadmap for digital transformation in procurement.
