The View of Türkiye Water Policies in Academia

Abstract

Water policies are becoming more important, especially after the climate change debates. Türkiye has important advantages in terms of water policies regarding its rivers. The fact that Türkiye is located in the upper basin of the rivers brings political advantages as well as socio-economic advantages. However, it also has to overcome various difficulties within the scope of international law and the countries located in the lower basin of the river. Therefore, Türkiye's water policy is not only a domestic issue; it is evaluated within a multi-actor international governance. This study presents a bibliometric analysis of published studies on Türkiye's water policies. While this analysis presents the quantitative structure of academic studies, it also provides information and insights on the reflections of Türkiye's water policies in academic texts. In line with the analysis, keyword relationships, country-based collaborations, researcher activities, and inter-institutional academic network structures are examined to provide information on the development process of the field, main focal points, and scientific interaction structures. When the data obtained from the maps are evaluated together with the purpose and scope of the study, they provide important results about Türkiye's position in the scientific literature, collaborations, research trends, and gaps in the framework of water policies.

Abstract

Su politikaları özellikle iklim değişikliği tartışmalarından sonra daha önemli hale gelmektedir. Türkiye’nin sahip olduğu nehirler açısından su politikalarında önemli avantajlara sahiptir. Türkiye nehirlerin üst havzasında yer alması, sosyo-ekonomik avantajların yanında politik avantajları da beraberinde getirmektedir. Ancak nehrin alt havzasında yer alan ülkelerle ve uluslararası hukuk kapsamında çeşitli zorlukların da üstesinden gelmesi gelmektedir. Bu nedenle Türkiye’nin su politikası sadece bir iç sorun değil, çok aktörlü bir uluslararası yönetişim içinde değerlendirilmektedir. Bu çalışmada Türkiye’nin su politikaları konusunda yayınlanmış çalışmaların bibliyometrik analizi yer almaktadır. Bu analiz, akademik çalışmaların niceliksel yapısını sunarken aynı zamanda Türkiye’nin su politikalarının akademik metinlerdeki yansımaları hakkında da bilgiler ve iç görüler sunmaktadır. Yapılan analizler doğrultusunda; anahtar kelime ilişkileri, ülke ve kurum eksenli iş birlikleri, araştırmacıların etkinlikleri ve kurumlar arası akademik ağ yapıları incelenerek alanın gelişim süreci, temel odak noktaları ve bilimsel etkileşim yapıları hakkında bilgiler sunulmuştur. Haritalardan elde edilen veriler çalışmanın amaç ve kapsamıyla birlikte değerlendirildiğinde; Türkiye’nin su politikaları çerçevesinde bilimsel literatürdeki konumu, iş birlikleri, araştırma eğilimleri ve eksiklikleri hakkında önemli sonuçlar sunmaktadır.
