Islamic Economy: Dialectics of theory and system

Abstract

Questions often arise in the field of Islamic economics: Does it have a well-defined theory and system in place today? There are ongoing debates surrounding these questions, ranging from friendly and constructive criticism to destructive criticism. This research aims to provide scientific answers by addressing these issues, highlighting their complexities, and proposing a set of principles that can be universally agreed upon. This will help to better understand the foundations and paths of Islamic economics. The research also seeks to define the criteria for measuring the success of the theory and its practical application, in order to achieve an objective assessment of these issues. The researcher has concluded that there are indeed Islamic systems in existence, and demonstrated this by studying the Saudi economic system. He also has concluded that there are valid theories that can be used to explain and measure the economic outcomes of any system. However, there are some systems that do not fully align with Sharia principles, and it is the responsibility of Islamic economic experts to study and model their societies and use appropriate theories to guide systems that are in line with Islamic principles. This will ultimately benefit the societies in which these systems are implemented. The research also calls for the establishment of Islamic economies and dispels any misconceptions about their feasibility. Additionally, it highlights the importance of the Islamic economy and the role of those working in it, while also emphasizing the responsibilities that come with this role. It is crucial for the Islamic economy to fulfill its potential and achieve its intended goals.

الاقتصاد الإسلامي: جدليات النظرية والنظام

Abstract

تطرح بين حين وآخر تساؤلات في الاقتصاد الإسلامي: هل له نظرية، وهل يوجد له نظام اليوم؟ وتدور في أجوبتها جدليات شتى؛ نقدية بناءة وأخرى هدامة، ويهدف هذا البحث إلى إيجاد أجوبة علمية، تسدد النظر في تلك المسائل، وتنبه على معاقد إشكالياتها، وتضيف قدراً من الأصول يمكن الاتفاق عليها، وتساعد على فهم مسالك الناس وما بنيت عليه، وتُعرِّف بما ينبغي أن يقاس به واقع الاقتصاد الإسلامي تنظيراً وتطبيقاً، وقيمة النظرية فيه، وواقع التطبيق منه، ليتأتى الحكم الموضوعي في تلك المسائل، وفي ذلك تكمن إضافة البحث، وقد سلك الباحث منهجاً وصفياً مع آخر تحليلي نقدي، وخلص إلى وجود أنظمة اقتصاد إسلامية في الجملة، وبرهن بدراسة النظام الاقتصادي السعودي، كما خلص إلى وجود نظريات صالحة كأدوات تفسر وتقيس ما يتوقع للنتائج الاقتصادية لأي نظام كان، على خلل أو عدم انسجام مع المقررات الشرعية في بعضها، وأن خبراء الاقتصاد الإسلامي قادرون على دراسة مجتمعاتهم ونمذجتها واستخدام النظريات المناسبة لتوجيه نظم لا تتعارض سياساتها مع المقررات الإسلامية في أمور قطعية، بل تتفق معها كثيراً، وتعود بالنفع على المجتمعات القائمة فيها، وفي ذلك دعوة لإقامة اقتصادات إسلامية، وبيان لحقيقة ما يخاله أناس خيالاً، وبه أيضاً تتبين جزءاً من أهمية الاقتصاد الإسلامي، ومكانة العاملين فيه من جهة، مع التنبيه على ما يناط بهم من الواجبات من جهة أخرى، ليبلغ الاقتصاد الإسلامي ما يرتجى له ويُؤمَّلَ منه.

Abstract

İslam ekonomisinde zaman zaman bazı sorular ortaya çıkmaktadır: Günümüzde bir teorisi veya sistemi var mıdır? Dostça ve yapıcı eleştirilerden yıkıcı olanlara kadar bu soruları çevreleyen çok sayıda tartışma devam etmektedir. Bu araştırmanın temel hedefi bu konuların anlaşılmasına yardımcı olmak, sorunların kökenlerine dikkat çekmek ve üzerinde uzlaşılabilecek birtakım ilkeler eklemektir. Bu ilkeler İslam ekonomisinin izlediği yolu ve neye dayandığını anlamaya yardımcı olur. Araştırma aynı zamanda bu konuların objektif bir değerlendirmesini yapabilmek için teorinin ve pratik uygulamasının başarısını ölçmeye yönelik kriterleri tanımlamayı da amaçlamaktadır. Araştırmacı, eleştirel analitik yaklaşımla betimleyici bir yöntem benimsediğinde genel olarak İslami ekonomik sistemlerin var olduğu sonucuna varmıştır. Bunu Suudi ekonomik sistemini inceleyerek kanıtlamıştır. Ayrıca bazı kararları şerî açıdan kusur veya uyumsuzluk içerse de herhangi bir sistemin beklenen ekonomik sonuçlarını açıklamak ve ölçmek için kullanılabilecek geçerli teorilerin olduğu sonucuna varmıştır. İslam ekonomisi uzmanlarının kendi toplumlarını inceleyip modelleyebilecekleri ve uygun teorileri kullanarak, politikaları İslami hükümlere aykırı olmayan, hatta onlarla büyük ölçüde uyumlu olan sistemlere rehberlik edebilecekleri ve bu sistemlerin mevcut topluluklara fayda sağlayabileceği düşünülmektedir. Araştırma aynı zamanda İslami ekonomilerin kurulması çağrısında bulunmakta ve bunların uygulanabilirliği hakkındaki yanlış kanıları ortadan kaldırmaktadır. İslam ekonomisinin önemine ve bu alanda çalışanların rolüne vurgu yapılmakta; öte yandan onlara düşen görevler de hatırlatılmaktadır. Bu İslam ekonomisinin potansiyelini gerçekleştirmesi ve amaçlanan hedeflere ulaşması bakımından hayati önem taşımaktadır.
