The Progress Of EU And Turkey Relationship

Abstract

Relations between Turkey and the EU, which express a
difficult process, are important in every period of history. Relations that
started with the Ankara Agreement passed through different phases over time,
resulting in changes in mutual expectations of the parties. Turkey has not been
able to give up on entering the EU. Similarly, the EU was able to see Turkey
completely out of the union. Turkey has not been among the candidates for full
membership with the 1997 Luxembourg Summit, and Turkey has tried to follow the
policy of cutting the relations by reacting to the EU. After this unfortunate
situation, the EU announced that it would prepare an accession partnership
document by accepting the candidacy of Turkey with the 1999 Helsinki Summit.
This has led to a shift in relational obligation and expectations.

AB Ve Türkiye İlişkilerinin Gelişim Süreci

Abstract

Zorlu bir
süreci ifade eden Türkiye ve AB arasındaki ilişkiler, tarihin her döneminde
önem arzetmektedir.  Ankara Anlaşması ile
başlayan ilişkiler, zamanla farklı evrelerden geçerek tarafların karşılıklı
beklentilerinde değişiklikler ortaya çıkmıştır. Türkiye, AB'ye girmekten
vazgeçmeyi göze alamamıştır. Benzer şekilde de AB, Türkiye'yi tamamen birlik
dışında bırakmayı göze alabilmiştir. 1997 Lüksemburg Zirvesi ile tam üyelik
adayları arasında yer alamayan Türkiye, AB'ye karşı tepki göstererek ilişkileri
kesme politikası izlemeye çalışmıştır. İlişkilerde yaşanılan bu kötü durumdan
sonra AB 1999 Helsinki Zirvesi ile Türkiye'nin adaylığını kabul ederek katılım
ortaklığı belgesi hazırlanacağını duyurmuştur. Böylelikle ilişkilerde yeniden
yükümlülük ve beklentilerin görüşüldüğü bir döneme girilmiştir.
