Efficient on-Street Parking Management: Priority Parking Permits for Residents Integrated with Digital Systems, Case of Istanbul

Abstract

Managing on-street parking in city centers has become a significant challenge, especially in areas where commercial and residential zones overlap. Uncontrolled use of parking spaces by non-resident vehicles severely limits parking availability for local residents, reducing their quality of life. Additionally, long-term stationary and abandoned vehicles take up valuable space, exacerbating congestion and inefficiency. This paper proposes a new business model that integrates Lidar-based license plate recognition technology to grant priority parking permits for residents. The model includes a structured enforcement mechanism with progressive warnings and fines for unauthorized parking, as well as an automated system for detecting and removing abandoned vehicles. The financial and operational benefits of the system, including cost savings and revenue generation, are also analyzed. In addition, the mathematical model and system flow that demonstrate how the proposed model can be implemented are presented, and parking data in Istanbul was examined and a case analysis was studied for Zeytinlik Neighborhood in Bakırköy District.
