Evaluation of The Performance of Training And Research Hospitals with The Pabon Lasso Method

Abstract

Objective: The aim of this study is to evaluate the performance levels of the training and research hospitals affiliated with the Ministry of Health with the Pabon Lasso Model. Method: In the study, the Pabon Lasso model was used to evaluate the performance levels of training and research hospitals affiliated with the Ministry of Health between the years 2013-2019. The bed occupancy rate, bed turnover rate, and average length of stay were used as variables in the Pabon Lasso model. It has been tested whether the performance levels of the hospitals change according to their affiliation, years, and geographical regions. The data were obtained from the Ministry of Health. Python and SPSS 26 programs were used in the analysis of the data. Results: According to the findings obtained from the study, it was seen that half of the hospital beds were used inefficiently according to the Pabon Lasso model. While it was seen that hospital inefficiencies did not change according to affiliation and year, it was evaluated that the hospitals in the Marmara Region were generally more efficient than other hospitals. Conclusion: The Pabon Lasso model provides information on the use of hospital beds in general. While the average bed capacity utilization rate of the hospitals affiliated with the Ministry of Health is around 70%, it has been observed that this rate is over 80% in training and research hospitals. Since the inefficiency of training and research hospitals, which use most of the personnel and financial resources of the Ministry of Health, has the potential to affect the system in general, planning and strategies should be developed to make training and research hospitals productive.
