The Development of Piracy in the Horn of Africa

Abstract

This study aims to shed light on how piracy in the Horn of Africa has developed and what kind of strategies should be applied to counter the existing piracy problem in Somalia. In this context, the piracy problem in the Horn of Africa is examined through Lucas (2013)’s "Pirate Cycle Theory." Throughout this study, the piracy-development level interaction and piracy-terrorism links are also critically examined. It is possible to conclude that the piracy problem in the Horn of Africa is more than just a sea problem; it has land-based roots. Countering the piracy problem requires a comprehensive global approach that includes state building, economic development, security enhancement, and the implementation of the rule of law on the sea and land at the same time.

Afrika Boynuzunda Korsanlığın Gelişimi

Abstract

Bu çalışma, Afrika Boynuzu'ndaki korsanlığın nasıl geliştiğine ve Somali'deki mevcut korsanlık sorununa karşı ne tür stratejiler uygulanması gerektiğine ışık tutmayı amaçlamaktadır. Bu bağlamda Afrika Boynuzu'ndaki korsanlık sorunu Lucas'ın (2013) "Korsan Döngüsü Teorisi" üzerinden incelenmiştir. Bu çalışmada, korsanlık-ekonomik kalkınma etkileşimi ve korsanlık-terörizm bağlantıları da eleştirel olarak incelenmektedir. Afrika Boynuzu'ndaki korsanlık sorununun bir deniz sorunundan daha fazlası olduğu sonucuna varmak mümkündür; korsanlık sorunu kara kökleri olan bir problemdir. Korsanlık sorunuyla mücadele, devlet inşası, ekonomik kalkınma, güvenliğin artırılması ve aynı zamanda deniz ve karada hukukun üstünlüğünün uygulanmasını içeren kapsamlı bir küresel yaklaşımı gerektirir.
