Abstract

Bu kitap incelemesinde, küresel güvenlik mimarisinin dönüşümünü odağa alan ve askeri/istihbari hiz-metlerin özelleşme sürecini konu edinen eser detaylı biçimde ele alınmıştır. Kitap, Soğuk Savaş sonrası dönem-de vekâlet savaşları, hibrit tehditler ve devlet dışı silahlı aktörlerin yükselişiyle değişen uluslararası güvenlik paradigmasına dair kapsamlı bir çerçeve sunarken, özel askeri ve istihbarat şirketlerinin bu bağlamdaki yerini stratejik, hukuki ve yapısal boyutlarıyla irdelemektedir. Neoliberal güvenlik anlayışının yükselişiyle birlikte, bu şirketlerin devlet dışı çatışma aparatları olarak nasıl işlevselleştirildiği, çeşitli ülke örnekleriyle ortaya konulmuş; Türkiye özelinde ise mevcut durum analizi ve uygulanabilirlik tartışmaları üzerinden değerlendir-melere yer verilmiştir. Eserin en güçlü yönü, konuyu kavramsal düzlemin yanı sıra uygulamaya dönük çözüm önerileriyle birlikte ele almasıdır. Bununla birlikte, hukuki altyapıya dair daha ayrıntılı açıklamalara, görsel materyallere ve çok dilli erişilebilirliğe yönelik eksiklikler dikkat çekmektedir. Tüm bu yönleriyle kitap, yalnız-ca akademik camiaya değil, politika yapıcılar, güvenlik bürokrasisi ve ilgili tüm profesyonel çevreler için değerli bir başvuru kaynağı niteliği taşımaktadır.

Abstract

This book review offers a detailed examination of a work that focuses on the transformation of the glo-bal security architecture and the privatization process of military and intelligence services. The book provides a comprehensive framework for understanding the post–Cold War international security paradigm, marked by proxy wars, hybrid threats, and the rise of non-state armed actors. It analyzes the role of private military and intelligence companies in this evolving landscape through strategic, legal, and structural dimensions. With the rise of neoliberal security approaches, the book explores how these companies have been instrumentalized as non-state conflict tools, presenting various country case studies. In the context of Türkiye, it offers an assess-ment of the current situation and discusses the applicability of such models. One of the book’s greatest strengths is its ability to address the subject not only on a conceptual level but also through practical solution-oriented approaches. However, the review also notes certain shortcomings, particularly the lack of detailed explanations regarding the legal framework, limited visual materials, and the absence of multilingual accessi-bility. Despite these limitations, the book stands out as a valuable reference not only for the academic commu-nity but also for policymakers, security professionals, and all relevant stakeholders.
