Resmi ve Özel Kurum, Kuruluş ve Üniversitelerin DİE'ye Bakışı

Abstract

Bir ülkenin hedefleri çerçevesinde kalkınabilmesinin temel felsefesi kıt kaynakların optimal kullanımıdır. Bunun yolu da bilimsel temellere güvenilir bir biçimde oturtulmuş planlamadan geçer. İleriye yönelik olarak hazırlanan bu planların başarısı: yanılma düzeyi düşük olan tahminlerin bilimsel modellere dayalı olarak kurulabilmesine bağlı olup, bu tahminlerin tutarlı ve güvenilir olmasının tek ölçütü ise çalışmada kullanılan verilerin sağlıklı olmasıdır. DİE karar alıcılara, araştırmacılara ve çok geniş bir kullanıcı kesimine, her alanda bilimsel temellere dayanan yöntemler kullanarak verileri derleyen, değerlendiren ve en kapsamlı biçimde sunan bir kurumdur. Bu bağlamda resmi ve özel kurum kuruluş ve üniversitelerin DİE hakkında görüş ve beklentilerini ölçmek amacı ile 2001 yılında bir anket uygulaması gerçekleştirilmiştir. Çalışmamızda ülke genelinde resmi ve özel kurum, kuruluş ve üniversitelerin DİE hakkındaki görüş ve beklentileri ortaya konulmuştur. Özellikle kurumdan beklentilerin yanısıra, DİE hakkındaki görüşlerin resmi, özel kurum, kuruluş ve üniversite düzeyinde nasıl bir değişim gösterdiği, hangi alanlarda belirli bir yığılımın olduğu belirlenmiştir.

State Institute of Statistics' Vision by Government and Private Agencies and Universities

Abstract

In this paper, Prime Minister State Institute of Statistics' vision by government and private agencies and universities is tried to analyse. Especially, data collecting management, dissemination, coverage, target and indication sides are involved and by different agencies' valuation are taken into account. For the future application and data compiling stages, this kind of glances and proposals will be very important to revising studies.
