RUSYA FEDERASYONUNDA AZINLIK POLİTİKALARI VE KIRIM TATARLARI

Öz

Kırım Tatarları ve Rusya Federasyonu arasındaki ilişkileri siyasi ve hukuki açılardan incelemek; ikili ilişkilerin tarihinin, tarafların birbirlerini algılayışının yanı sıra Rusya'nın federatif yapısının da anlaşılmasına yardımcı olacaktır. Tarihi ilişkilerin etkisiyle taraflar birbirlerine mesafeli yaklaşmakta ve çeşitli çıkarlarında, taleplerinde ısrar etmektedirler. Kırım Tatarları değişen konjonktürde dillerini, kültürlerini ve can güvenliklerini korumayı amaçlamaktadır. Rusya ise federasyonun temelini çokkültürlülüğe dayandırmaya ve Sovyet federasyonun maruz kaldığı sorunları baştan engellemeye çalışmaktadır. Bu bağlamda Kırım Tatarlarının yerli halk olarak tanınma, self- determinasyon taleplerine Rusya'nın vereceği cevap ikili ilişkiler açısından önem teşkil etmektedir.

Öz

Political and legal analysis of relations betvveen Crimean Tatars and Russian Federation will help to figüre out not only history of bilateral relations, parties' mutual perceptions but also to figüre out Russia's federal structure. Under the influence of historical relations, parties put distance between themselves and insist on their various goals and demands. In this changing conjuncture, Crimean Tatars aim to pre- serve their mother language, culture and their life safety. On the other hand, Russia tries to ground its federal structure on multiculturalism and to prevent problems önce faced by the Soviet Union. Thus, Rus- sia’s ansvvers to Crimean Tatars’ demands on recognition as indige- nous people and on self-determination have uttermost importance for bilateral relations.
