SUSTAINABILITY CAPITALISM THROUGH GLOBAL CARBON MARKETS AND PUBLIC PRIVATE PARTNERSHIPS

Abstract

Global actors such as the United Nations (UN), seeking solutions to climate change through sustainable development, have attempted to contribute to national development through governance. Within the scope of sustainability governance, the Kyoto Protocol was adopted, which defines countries' obligations to reduce greenhouse gas emissions. The protocol establishes a system for emission reductions through the Clean Development Mechanism (CDM). The European Union (EU) has also established a trading system for achieving emission reduction targets across Europe through the Emissions Trading System (ETS). The Sustainable Development Goals (SDGs), one of the most comprehensive global sustainable governance policies, identify 17 development goals for a sustainable future. To contribute to these goals, the UN encourages public-private partnerships (PPPs). The system created through carbon markets and PPPs has been described as "disaster capitalism" or "chaos capitalism" because it supports neoliberal policies. In line with these perspectives, this study aims to investigate the support provided by global sustainability efforts to sustainable development and the emerging new capitalist order. The study analyzes the relationship between global carbon markets, PPPs and SDGs in quantitative and qualitative dimensions by conducting comparative data analysis on the examples of Germany, Türkiye, France, China and the United States of America (USA).

KÜRESEL KARBON PİYASALARI VE KAMU ÖZEL ORTAKLIKLARI İLE SÜRDÜRÜLEBİLİRLİK KAPİTALİZMİ

Abstract

İklim değişikliği sorununa sürdürülebilir kalkınma ile çözüm arayan Birleşmiş Milletler (BM) gibi küresel aktörler ülkelerin kalkınmasına yönetişim modeli ile katkı sağlamaya çalışmışlardır. Sürdürülebilirlik yönetişimi kapsamında ülkelerin sera gazı emisyonlarının azaltılmasına ilişkin yükümlülüklerini belirleyen Kyoto Protokolü kabul edilmiştir. Protokol, Temiz Kalkınma Mekanizması (CDM) ile emisyon azaltımı sağlanması için bir sistem oluşturmaktadır. Avrupa Birliği (AB) de Emisyon Ticareti Sistemi (ETS) ile Avrupa genelinde emisyon azaltımı hedefine ulaşılması için bir ticari sistem oluşturmuştur. Sürdürülebilir yönetişim politikalarının küresel anlamda en kapsayıcılarından olan Sürdürülebilir Kalkınma Hedefleri (SKH) sürdürülebilir bir gelecek için 17 kalkınma hedefi belirlemektedir. Bu hedeflere katkıda bulunmak için BM kamu özel ortaklıklarını (PPP) teşvik etmektedir. Karbon piyasaları ve PPP’ler ile oluşturulan sistem neoliberal politikaları desteklediği için “felaket kapitalizmi” veya “kaos kapitalizmi” olarak tanımlamaktadır. Bu görüşler doğrultusunda çalışma, küresel sürdürülebilirlik çabalarının sürdürülebilir kalkınmaya sağladığı desteği ve ortaya çıkan yeni kapitalist düzeni araştırmayı amaçlamaktadır. Çalışma, Almanya, Türkiye, Fransa, Çin ve Amerika Birleşik Devletleri (ABD) örnekleri üzerinden karşılaştırmalı veri analizi yaparak küresel karbon piyasaları, PPP’ler ile SKH’ler arasındaki ilişkiyi nicel ve nitel boyutlarıyla analiz etmektedir.
