The regional economic integration agreements within the framework of the economic partnership ara one of the most important features of the modern global economy , given their importance in restructuring the international economic system in accordance with the requirements of the new regional pattern, the European Union is one of the most important models in the world. On this basis, the first nucleus of EU policy was established in the Mediterranean region, as there are mutual interests between the two shores of the Mediterranean on more than one level, to develop later on according to a new approach known as the Euro- Mediterranean partnership , in particular the holding of regional agreements linking them with developed countries and major indusstrial economies, despite their geographic distance and different levels of development . In this context, the main objective of the EU was to move the Mediterranean economiies and assist them in achieving economic development as a means of increasing the volume of foreign trade, attracting foreign direct investment, transfer of technology and transforming the experience of the advanced partner to the backward side, benefiting the countries of the south from the development in advanced countries on the northern bank, and therefore most states became members of regional integration arrangements . It has been concluded that the potential for benefiting from the opportunities offered by this partnership orientation remains dependent on the extent to which economies can adapt to the trend of openness and trade liberalization and the attempt to integrate into the global economy.
