AB’ye Tam Üyelik Sürecinde Türkiye’nin Üye Ülkeler Karşısındaki Göreli Gelişme Düzeyi: Çok Değişkenli İstatistiksel Bir Analiz

Abstract

Bu çalışmada Türkiye’nin Romanya, Bulgaristan ve yirmi beş AB ülkesi karşısında göreli gelişme düzeyi incelenmiştir. Literatürde, ülkeleri kalkınma yönünden karşılaştırmak için genellikle Birleşmiş Milletler Kalkınma Programı tarafından geliştirilen Beşeri Kalkınma İndeksinin kullanıldığı görülmektedir. Bu indeks kalkınmanın önemli unsurları olan gelir, eğitim ve sağlık ile ilgili göstergeleri içermektedir. Burada demografik, eğitim, sağlık, bilgi ve haberleşme teknolojileri ve ekonomik göstergeler ile ilgili otuz dokuz değişken bakımından yirmi sekiz ülke için kümeleme analizi yapılmıştır. Söz konusu analize göre, ülkeler beş gruba ayrılmıştır. Türkiye, Litvanya, Letonya, Polonya, Bulgaristan ve Romanya ile aynı kümede yer almaktadır. Bir başka deyişle, bu beş ülke ile aynı gelişmişlik düzeyine sahiptir. Bütün grup ortalamaları ile Türkiye verileri karşılaştırıldığında en büyük farklılığın kişi başına düşen gayri safi milli hasıla farkı olduğu görülmektedir

In the Process of Eu Full-Membership a Comparison of Development Levels of Turkey and Eu Member Countries: A Multi-Variable Statistical Analysis

Abstract

In this paper, development level of Turkey is compared with development levels of EU member countries, Romania, and Bulgaria. In the literature, The Human Development Index (HDI) introduced by the United Nations Development Programme (UNDP) was used in comparing countries according to development level. The HDI is an index, comprising measures of three components deemed by them to be central to development: Income, education, health. In this study, cluster analysis has been done for twenty-eight countries and thirty-nine variables like demographic, education, health, information and communications technology and economic indicators. As a result of this analysis, countries have been separated into five clusters. Turkey is classified into the same group with Latvia, Lithuania, Poland, Bulgaria, Romania. On other words, Turkey, shares a similar development level with these five countries. As Turkey’s indicators are compared with the average of group indicators, it is observed that major difference was in gross domestic product per capita.
