Loyalty and merit have very important place in Ottoman administrative approach. This study provides lexical and technical meanings of politics, loyalty and merit, and assesses commentaries in political treatises (siyasat-nâma) and book of reformations (ıslahat-nâma).
Selected samples from 16th centruy Diwan poetry and tevârih-i Âl-i Osmans are examined. The study also focuses on what role loyalty and merit plays in those sample works. Selected samples are the following: Yavuz Sultan Salim's (1512-1520) ascending the throne, Prince Mustafa’s (d. 1553) execution, Budin Governor Arslan Pasha’s (d. 1566) execution, Ashiq Chalabi’s (d. 1572) dismissal from office.
The study concludes that loyalty takes precedence over merit in Ottoman administration, but loyalty without merit is not acepted. The article shows that Ottoman State is a meritocratic state which attach importance to loyalty.
