Recently, one of the most important arguments that is worth discussing in public administration literature is to address individuals’ public good and service demands in an efficient way. It has hardly been expressed except by economic perspective scholars whether time, energy and resource consuming public services are truly responsive to public demand. In fact, this public service-public demand imbalance that is the basis of efficiency problem has been argued under different approaches at different periods. Demand service imbalance in public service provision gives rise to waste of resources and inhibit so the possible improvements in different realms. Demand-service imbalance has an immense opportunity cost. It is observed that such imbalance is ameliorated by quasi market solutions of economic perspective and bureaucratic reforms of institution a list rationale. The aim of this study is to classify such current approaches on the basis of demand revelation of public goods. In this way, it will be grasped more clearly in which approaches discussions on demand revelation are shaped.
