From Elitism to Populism: The Paradigmal Transformation in the Republican People’s Party and the Case of Ekrem İmamoğlu

The Republican People’s Party (CHP), whose identity represents the founding concept, has frequently been labeled as a component of the status quo in Turkish politics, and has traditionally been a political party representing the center in the center-periphery equation. Particularly right-wing politics obtained a significant discourse supremacy in politics by stressing CHP’s single-party background, bureaucratic/statist language and suspicious attitude toward traditional values owing to the “regime defense reflex” inherent in its political identity. With the change of chairman in 2010 and the loss of military tutelage’s influence on Turkish politics, the CHP might be said to have taken a populist turn. Ekrem İmamoğlu, who was nominated as a candidate for Istanbul Metropolitan Municipality Mayor in the 2019 local elections and won, is a populist politician who follows the CHP’s populist policy. This paper, which aims to reveal the CHP’s “populist adventure” from a historical viewpoint, also asserts that İmamoğlu is attempting to create an alternative populist political style to the government’s populist politics.

Cumhuriyet Halk Partisi (CHP), kurucu felsefeyi temsil eden kimliğiyle Türk siyasal hayatında çoğu zaman statükonun bir bileşeni olarak kodlanmış ve merkez-çevre denkleminde genellikle merkezi temsil eden bir siyasal parti olmuştur. Özellikle sağ siyaset; CHP’nin tek parti geçmişini, bürokratik/devletçi söylemini ve siyasi kimliğine içkin olan “rejimi koruma refleksi” dolayısıyla geleneksel değerlere şüpheyle yaklaşan tutumunu ön plana çıkararak siyasette önemli bir söylem üstünlüğü elde etmiştir. Ancak 2010’da yaşanan genel başkan değişimi ve askeri vesayetin Türk siyaseti üzerindeki etkinliğini yitirmesiyle birlikte CHP’nin popülist bir rotaya girdiğini söylemek mümkündür. 2019 yerel seçimlerinde İstanbul Büyükşehir Belediye Başkanlığına aday olarak gösterilen ve seçimi kazanan Ekrem İmamoğlu, CHP’nin popülizme yönelen siyasetine uygun bir politik aktördür. CHP’nin “popülizm serüveni” ni tarihsel bir perspektifle ortaya koymayı amaçlayan bu çalışma, aynı zamanda İmamoğlu’nun iktidarın popülist siyaseti karşısında alternatif bir popülist siyasi tarz üretmeye çalıştığını iddia etmektedir.
