Extemal trade data of a given commodity reported by the partner countries usually differ. This paper provides a conceptual framework for the
study of the problem. and reviews the extent and the potential sources of inconsistency. A critical examfuration of the relevant standard international definitions and otlrcr recommendations is presented, with particular regard to
the trade system and the identification of the partner country.
