Abstract

The typical administrative apparatus corresponding to the legal type of domination is called bureaucracy. It is also characterised by this belief in the rules and the legal order. The position of the bureaucrat is very clearly. His relations regulated appropriate for his official status. His authorities and responsibilities are strictly defined by impersonal rules. These rules delineate in a rational way the hierarchy of the apparatus, the rights and duties of every position, the case of recruitment and promotion and so on. For this reason the modern organizations are increasingly administered by impersonal and rational rules aiming at maximum efficiency. Max Weber uses the term bureaucratisation in a still wider sense when he refers to ways of acting and thinking which are not only to be found in organisational contexts but which permeate all aspects of social life.

Abstract

Egemenliğin yasal tipine uygun düşen tipik yönetsel aygıt, bürokrasi olarak adlandırılmıştır. Bürokrasi, kurallara ve
yasal düzene beslenilen inanç olarak da tanımlanmaktadır. Bürokratın konumu, çok açıktır. İlişkileri görevsel
statüsüne uygun olarak düzenlenmiştir. Yetki ve sorumlulukları da, kişisellikten arındırılmış yasalar tarafından kesin
olarak tanımlanmıştır. Bu kurallar ve yöneltmelikler, tamamıyla rasyonel bir tarzda; her konumun haklarını ve
görevlerini, göreve alma ve terfi etme vs. gibi durumlarını örgütsel aygıtın hiyerarşisi içinde ve açıkça
tanımlanmıştır. Bu nedenden dolayı, çağdaş örgütler giderek artan bir şekilde, maksimum verimliliği hedefleyen
kişisellikten arındırılmış rasyonel kurallar tarafından yönetilir olmuşlardır. Max Weber, yalnızca örgütsel içerik
sınırlarında sezinlenmeyen fakat toplumsal hayatın her sahasına nüfuz eden, eylem ve düşünce tarzlarına yöneltmek
suretiyle, bürokrasileşme kavramını, çok daha geniş anlamı içinde kullanmıştır.
