RETHINKING PUBLIC SERVICE BROADCASTINGS BETWEEN THE PRINCIPLE OF THE PUBLIC SERVICE AND POLITICAL AUTHORITARIANISM: PUBLIC SERVICE BROADCASTING IN TURKEY IN THE COURSE OF 2002-2012.

Abstract

In the course of 1980’s, media markets witnessed gradual changes, in internal and global levels, especially after the neo liberalism came into effects globally. The most important of these ongoing chancing processes is related to public broadcasters. On the one hand, from the 1980’s onwards, structural changes in the whole media market stimulated by liberalizing policies both national and global levels, ongoing commercialization in media markets and ongoing intensification process of media ownership in the hands of media barons triggered a new questions on the social legitimacy of public broadcasting services. In this given conditions, Public Broadcaster faced with the gradual criticisms that the comprehension of these model. It is observed that, those focus on subsequently directed against the social legitimacy of the public service broadcasting’s foundational principles. Neo liberalism has been tremendously effects which are give rise to almost “top down” change in an ideology and a significant on the media since 1980’s. Therefore a gradual erosion of the general principles of public service broadcasting has left a system increasingly susceptible to economic and political interest in the neo liberal marketplace. Furthermore the liberalization programme and the attempts to create rivalry marketplace conditions which have forced the dismantling of state monopolies in broadcasting have also resulted in reconsideration in media markets of many questions relating on the proper scope and funding of public service in general and public service broadcasting in particular. So that, public service broadcasters is far from previous stable and privileged conditions. In this regard, public service broadcasting has gone into process of reconstruction but the new period has not a hopeful for public broadcasters. Insomuch as that, public broadcaster faced with not only loose ground but also witnessed complaints which are regarded disrupt of the market structure and the methods of the subsidies (state aid) for the public broadcaster. So that the public service broadcasting as seen as the “building block” of the nation that holds the term is far away and replaced by a new era when public broadcaster has been seen as an obstacle of the market structure. In this respect, the reconstruction of public service broadcasters in the developing world has draw an attention to a large extend. Looking at the case of Turkey’s experiment, on the one hand in parallel with changes in an evolving model of capital accumulation and on the other hand the European Union accession process, accompanied by restructuring of the public broadcasting service is quite significant. This study has aimed a re-assessment of public service broadcasting after the structural changes in 2008. In this study, changes in public broadcasting service at a more general evaluation of the ongoing process of the changes faced with Turkey since 2002 is discussed. This study also investigated further the question of the possibilities of the freedom of communication. In this context, this study seeking a new model of public service broadcasting on behalf of the democratic communication order
