Skills Training for Vocational High School Students at Enterprises: School-Managed Child Labour

Abstract

Childhood is a historical status and the presumptions regarding child do not only have a legalaspect but they also have economic, social andpedagogical outcomes. While the legal perceptionof childhood is manifested in national and international legislation through the concepts such asrights of the children, security and best benefit ofthe child, access to right to education stands acomprehensive concept in terms of pedagogy. Oneof the most important obstacles to development ofthe children is the phenomenon of employment ofthe children in the environments and the underthe conditions that are not appropriate for themphysically, psychologically and pedagogically. Thestudents of vocational high schools, in the last yearof their education, work at enterprises under theterms and the conditions set by the enterprises. Itis called “skills training” in which the studentsreceive both practical and theoretical training.Besides, the legislation allows children at the ageof compulsory education to work at enterprisesunder the contracts of apprenticeship. Theemployment of children, either as students ofvocational schools or as apprentices, at the ageswhen they are still legally considered as children isa controversial issue. This study aims to provide acritical analysis of skills training -that is a model ofvocational development similar to apprenticeship,covering the children registered in the vocationalhigh-school programs- in the context of recentlyamended legislation on child labour and the rightto education. The legislation on vocational education and apprenticeship training has been amended several times since the adoption of the LawNo.3308 in 1986 that had regulated vocationalhigh-school education on a basis of dual model.The main trend of these amendments has been tomeet the needs of the economic system and theenterprises rather than protecting and regulatingthe childhood of the students and apprentices andtheir rights in relation to education and work aswell
