UYGUN İŞ AÇIĞI İNSANA YARAŞMAYAN İŞLER

Abstract

Uygun iþ yaklaþýmý decent work * uluslararasý sistemin ve ülkelerin ekonomik, sosyal ve siyasal gündemlerine bir dizi öncelik önermektedir. Sosyal geliþmenin saðlanmasý bakýmýndan adil bir küreselleþmenin yaratýlmasý istemi, uygun iþ yaklaþýmý ile bir araya gelmektedir. Küreselleþmenin hali hazýrdaki egemen biçimi, insanlara yaþadýklarý yerlerde istihdamlarýný saðlayacak yeterli sayýda iþ yaratamamaktadýr. Özellikle kadýnlar ve gençlerin istihdamlarýnýn saðlanmasý için, uygun iþler yaratýlmasý öncelik olarak belirmektedir. Ancak uygun iþlerin saðlanabilmesi küresel büyümenin yeniden biçimlendirilmesi ile olanaklý görünmektedir. Bir diðer öncelik ise, güvenliðin ve barýþýn saðlanmasýdýr. Uygun iþ açýðýný gidermiþ, insan onurunu koruyan bir toplum, barýþ içinde yaþayan bir toplumdur. Bu önceliðin dayandýðý ilke iþyeri, yerel, ulusal ve küresel ölçeklerin tümünde geçerli ve doðrudur 1 . Öteden beri bilindiði ve Uluslararasý Çalýþma Örgütün’ün UÇÖ Anayasasý’nda ifadesini bulduðu üzere; evrensel ve kalýcý bir barýþ ancak sosyal adalet temelinde gerçekleþebilir. Çok sayýda insan için adaletsizliðin, sefaletin ve yoksulluðun bulunduðu çalýþma koþullarýnýn varlýðý, evrensel barýþ ve ahengi tehlikeye düþürecek biçimde hoþnutsuzluða yol açar.
