Kakofoni: Denetim Gürültüsünü Açığa Çıkarmak

Abstract

Bu makalede algoritmik yönetim zihniyetinde hata ve arıza olarak tanımlanan gürültünün bir siyasi-ekonomik denetim aracı olarak nasıl kullanıldığı tartışılmaktadır. Üretim ve mübadele ilişkilerinde karar verme ve yargıda bulunma süreçlerini etkileyerek demokratik katılımı kısıtlayan gürültü, bu makalede yalnızca bir sorun olarak görülmeyecek, epistemik bir sorgulama aracı olarak temellük edilecektir. “Kakofoni” olarak kavramsallaştırılan bu epistemik sorgulama aracı, tekno-bilimsel bilgi/iktidarın örtük bir şekilde tahakküm ilişkilerini bugün nasıl kurduğunu irdelemeyi amaçlamaktadır. Kakofoni (2013) ve Bilinmeyen Kod (2014) sergileriyle yürüttüğüm küratöryal araştırma b(ağ)larıyla geliştirilen makalede bir sonik savaş silahı olarak gürültünün epistemik asimetri, karakutulaştırma, aptallık, bitkinlik tasarımı ve s/aklama gibi farklı denetim taktikleriyle nasıl kullanıldığı güncel örneklerle tartışılacaktır

Cacophony: Revealing The Noise of Control

Abstract

This article discusses how the algorithmic governmentality affects social change as a political-economic control instrument, defined as noise, error and failure. Noise that restricts democratic participation by interfering with the decision-making and judicial processes will be regarded as an epistemic inquiry instrument rather than merely as a problem in this article. This epistemic inquiry instrument, conceptualized as “cacophony”, aims at exploring how technoscientific knowledge and power implicitly establishes relations of domination. Each part in the article reveals how noise, as a sonic warfare weapon, operates the tactics of control such as epistemic asymmetry, black boxing, stupidity, obsolescence design, and rationalization
