COVID-19 Merceğinden Habis Sorunlar ve Kamu Yönetimi

Abstract

Toplumların yaşamlarında tanımlanmaları ve çözümlenmeleri oldukça karmaşık sorunlar bulunmaktadır. Doğru ya da yanlış olarak nitelendirilebilecek bir çözümü olmayan bu sorunlar, habis olarak tanımlanmaktadır. Kamu yönetimlerine, bu sorunların çözümünde önemli rol düşmektedir. Neoliberal politikalar ekseninde kamu yönetimleri, 1980 sonrasında yeni kamu işletmeciliği ilkeleriyle yeniden yapılanmıştır. Bu yapılanma, devletin kısa dönemli performans, somut çıktı ve kârlılık gibi hedeflerle özel sektör kurallarına göre işletilmesini esas almaktadır. Çalışmada, yeni kamu işletmeciliği ile yapılandırılmış olan kamu yönetimleri, habis sorunların çözümlerine nasıl bir alt yapı hazırlamaktadır sorusunun yanıtı aranmaktadır. Bu sorunun yanıtının aranmasında, 2020 yılında tüm dünyayı etkileyen habis bir sorun olan COVID-19 bir mercek olarak kullanılmıştır.
