BÜYÜMEME: İMKAN VE SINIRLILIKLAR

Abstract

Doğal kaynakları ve insan emeğini sermaye birikiminin emrindeki unsurlar olarak gören kapitalist üretim biçimi kendi işleyiş mantığından kaynaklanan krizleri görmezden gelme eğilimindedir. Kesintisiz büyümeyi merkeze alan anaakım iktisat anlayışı doğrutusunda izlenen politikalar yalnız doğal kaynakları tüketmekle yetinmemiş, yaşam alanımız olan yerküreyi de bütünüyle tehdit eder hale gelmiştir. İklim krizi ve çevre kirliliği yarım yüzyıl öncesine dayanan uyarıların bizi getirdiği kritik eşiktir ve sistem tarafından yönetilecek, ötelenecek bir olgu olmaktan çıkmıştır. Bu çalışma kapitalizmin başarı ve refah ölçütleri arasındaki başat konumunu hiç yitirmeyen büyüme anlayışı karşısına yeni bir toplum tasarımı koymaya çalışan büyümeme yaklaşımının insanlığa sunduğu fırsatlar üzerine yoğunlaşmaktadır. Bununla birlikte büyümeme yaklaşımının dünya halkları nezdinde gereken yankıyı yaratmadığı, bir tür uzman ve aktivist duyarlılığı olarak kaldığı gözlemlenmiştir. Büyümeme anlayışının ağırlıklı olarak toplumun piyasa güçleri karşısında kaybettiği mevzileri geri almasına yönelik güçlü vurgu ve mücadele çağrısından ziyade “hayatta kalma” odaklı bir çerçeveye sıkıştığı ileri sürülebilir. Büyümeme hareketi ancak “yeni bir yaşam ve toplum nasıl olmalı” sorusuna etkili yanıtlar vereceği bir yeniden düşünme sürecinin ardından bir umudu, gerçek bir çağrıyı temsil edebilir.
