DİJİTAL ÇAĞDA SAĞLIK VERİLERİNİN GÜVENLİĞİ: KVKK KAPSAMINDA VERİ İHLALLERİNİN İNCELENMESİ

Abstract

Geçtiğimiz yüzyılda bilişim teknolojilerinde yaşanan gelişmeler ve internetin yaygınlaşmasıyla birlikte, bireylerin ve kurumların bilgileri dijital ortama aktarılmış ve bu süreç sonucunda birçok veri, kişisel veri niteliği kazanmıştır. Kişisel verilerin çeşitli elektronik ortamlarda büyük miktarda dijital olarak depolanması, sorumsuz tarafların neden olduğu veri ihlallerine karşı savunmasız bir durum oluşturmuştur. Bu çalışmada, Kişisel Verileri Koruma Kanunu (KVKK) kapsamında bildirilen veri ihlali vakalarını inceleyerek, özellikle sağlık sektöründe gerçekleşen ve hassas sağlık verilerini hedef alan siber saldırıların ve veri ihlal vakalarının detaylı bir analizini yapmayı amaçlamaktadır. Bu amaç doğrultusunda, 2018-2025 yılları arasında bildirilen 259 veri ihlali vakasından özellikle sağlık sektöründe gerçekleşen ve hasta verilerini doğrudan etkileyen 20 siber saldırıları ve veri ihlal vakasına odaklanılmıştır. Çalışmanın kapsamına dahil edilen veriler Excel programında sistematik olarak düzenlenerek veri ihlallerinin sektörel sıklığı, dağılımı, etkileri ve sağlık sektörü üzerindeki riskleri nicel ve nitel analiz yöntemleriyle analiz edilmiştir. Çalışmanın sonucunda, sağlık sektöründeki veri ihlallerinin büyük ölçüde siber saldırılar, kötü amaçlı yazılımlar ve yetkisiz üçüncü taraf erişimleri gibi dış kaynaklı tehditlerden kaynaklandığı görülmektedir. Bu durum, sağlık sektöründeki işletmelerin siber güvenlik altyapılarının güçlendirilmesi, veri şifreleme, erişim kontrolleri gibi teknik önlemlerin uygulanması, çalışan eğitimleriyle insan kaynaklı hataların minimize edilmesi ve yasal uyumluluk süreçlerinin iyileştirilmesi gerekmektedir.

SECURITY OF HEALTH DATA IN THE DIGITAL AGE: AN EXAMINATION OF DATA BREACHES UNDER KVKK

Abstract

With the advancements in information technologies and the widespread use of the internet over the past century, the data of individuals and institutions have been transferred to digital platforms, leading many types of data to gain the status of personal data. The large-scale digital storage of personal data in various electronic environments has made it vulnerable to data breaches caused by irresponsible parties. This study aims to analyze data breach incidents reported under the Personal Data Protection Law (KVKK), focusing specifically on cyberattacks and data breaches targeting sensitive health data in the healthcare sector. In line with this objective, 20 cyberattacks and data breach incidents that directly affected patient data were selected from 259 reported cases between 2018 and 2025. The data included in the study were systematically organized using Excel and analyzed through quantitative and qualitative methods to examine the sectoral frequency, distribution, impacts, and risks of data breaches in the healthcare sector. The findings reveal that data breaches in the healthcare sector are largely caused by external threats such as cyberattacks, malware, and unauthorized third-party access. This situation highlights the need for strengthening cybersecurity infrastructures in healthcare institutions, implementing technical measures such as data encryption and access controls, minimizing human-related errors through employee training, and improving legal compliance processes.
