Küreselleşme Sürecinde Türkiye’de Tütün / Tobacco in Turkey in the Process of Globalization

Abstract

1980’li yıllardan sonra Türkiye’de neoliberal sisteme eklemlenmektedir ve tarım sektörü de yoğun olarak bu süreçten etkilenmektedir. Özellikle IMF ile 1999 yılında imzalanan 17. stand by anlaşmasını takip eden süreçte Türkiye’de tarımda uygulanan desteklemeler düşürülmekte, ulusal piyasa kurumlan kapatılmakta, küçük çiftçi destekleri ve kırsal krediler kaldırılmakta, ticaret ve yatırım ilişkileri serbestleştirilmekte ve devletin sektördeki düzenleyici rolü özellikle özelleştirmeler ve kuralsızlaştırmalar ile azalmaktadır. Bunun sonucu olarak ta hem ekonomik hem de sosyal alanda önemli dönüşümler gerçekleşmektedir. Bahsedilen sürecin gözlemlendiği en belirgin örneklerinden biri de tütün sektörüdür. Tekel’in özelleştirilmesi süreci, gerek tütün üretimiyle uğraşanlar gerekte Tekel’e bağlı kuruluşlarda istihdam edilen üzerinde olumsuz etkilere neden olmuştur. Bu bağlamda Türkiye’deki Tütün Sektörünün ele alınması ve diğer ülke örnekleriyle karşılaştırılması, neoliberal süreç içerisinde sektörde ortaya çıkan sosyoekonomik dönüşümün anlaşılmasını sağlayacaktır.

 

Turkey is integrated to the neoliberal system after 1980’s and the agriculture is one of the most effected sector from this process. Following the 17. stand by aggrement with IMF in 1999, the subsidies to the sector is decreased, national marketing boards are being closed, rural credits are canceled, trade and investment relations are liberalized and the role of the government is decreased through privatizataion and deregulation. The result observed is the transformation of the agricultural sector. One of the main example of the above mentioned process is the tobacco sector. The privatization of TEKEL has negative impacts both on to the tobacco producers and to employee’s of the TEKEL’s establishments. Therefore the consideration of the tobacco sector and comparing with other country samples will provide information to understand the socio-economic transformation in the sector.
