CONSTRUCTION MANAGEMENT PROJECT DELIVERY SYSTEM AS A FORM OF PROJECT IMPLEMENTATION IN TURKISH PUBLIC PROCUREMENT

Abstract

Growing population density and diversified needs have led to changes in many sectors, particularly in the construction sector. The construction industry, which goes through a difficult period in this process, has began a quest to find the way of producing lower cost and higher quality products in a shorter time. As a solution offer to this need, different project delivery systems and different construction methods have been developed. In the face of these developments, such a rapid progress is seen in our country. On the other hand, it is a fact that these developments can not be reflected to the public works. This study aims to summarize the findings of PhD thesis work about `Construction Management Project Delivery System as a Form of Project Implementation in Turkish Public Procurement` which has completed in five years. For this purpose, the principles and recommendations are discussed for application of `Construction Manager as Constructor Project Delivery System` as a form of project implementation for construction works, which are carried out in accordance with the Public Procurement Law.

TÜRKİYE`DEKİ KAMU İHALELERİNDE BİR PROJE GERÇEKLEŞTİRME BİÇİMİ OLARAK YAPIM YÖNETİMİ MODELİ

Öz

Artan nüfus yoğunluğu ve çeşitlenen ihtiyaçlar başta yapım sektörü olmak üzere birçok sektörün değişimine yol açmıştır. Bu süreçte farklı evrelerden geçen yapım sektörü günümüzde daha kısa sürede, daha düşük maliyetli ve daha yüksek kalitede ürünler vermenin arayışı içine girmiştir. Bu arayışa çözüm önerisi olarak, farklı proje teslim sistemleri ve farklı yapım yöntemleri geliştirilmiştir. Yurt dışında yaşanan bu gelişmeler karşısında ülkemizdeki uygulamalarda da hızlı bir ilerlemenin söz konusu olduğu görülmektedir. Diğer taraftan yaşanan bu gelişmelerin kamusal uygulamalara yansıtılamadığı da bir gerçektir. Bu çalışma, beş yılda tamamlanan `Türkiye`deki Kamu İhalelerinde Bir Proje Gerçekleştirme Biçimi Olarak Yapım Yönetimi Modeli` başlıklı doktora tez çalışmasının sonuç bulgularını özetlemeyi hedeflemektedir. Çalışmada doktora tez çalışması kapsamında Kamu İhale Kanunu`na uygun olarak gerçekleştirilen yapım işlerinde proje gerçekleştirme biçimi olarak `Yapımcı Yapım Yöneticisi Proje Teslim Sisteminin` uygulanması için geliştirilen ilke ve öneriler ele alınmaktadır.
