Abstract This study deals with, after the announcement of the Second Constitutional Monarchy, the innovations to be made in fields such as state administration, economy and society, all of which are stated in Hatt-i Humayun (Orders of the Sultan) by Abdulhamit II. The sample document of Hatt-I Humayun was provided from Prime Minister's Ottoman Archives; the purchased document (Ali Fuat Türkgeldi Document) (HSD.AFT.) located and registered between the numbers 5 / 19 and dated 4 Rajab 1326 Hijri (August 2, 1908). The introduction of the sample document of Hatt-i Humayun, which Abdulhamit II ordered to be written by Sait Pasha, sums up the process until the Second Constitutional Monarchy. It states that the first Constitutional Council of the Deputies was dismissed as it was not reflecting the general interests of the state and the Constitution was suspended with the same reason. It outlines that there would be no such case as the announcement of the Second Constitutional Monarchy and the Constitution would work to renovate and improve the nation and the state. The order contains some base rules. It emphasizes that the rule of law would be respected, equality, justice and freedom would be maintained within the framework of the law. Pasha, states a number of rules ensure the healthy functioning of state and public life. It can be seen that these conditions include regulations regarding individual rights and freedoms. The sophisticated articles on rights and freedoms of individuals are especially noteworthy. The article stating the press would not be regulated at any level is important as it shows that the censorship is removed.

Pa?a, devlet ve toplum hayatynyn sa?lykly bir ?ekilde i?lemesi için birtakym ?artlar belirler. Bu ?artlarda ki?i hak ve özgürlükleri hususunda düzenlemelerin ele alyndy?y görülmektedir. Özellikle ki?i hak ve özgürlükleri açysyndan oldukça ileri maddeler dikkat çekmektedir. Basynyn hiçbir ?ekilde kontrol altynda tutulamayaca?ynyn belirtildi?i madde ise sansür yasa?ynyn kaldyryldy?yny göstermesi açysyndan önemlidir.
