Abstract

The social capital that has been argued in many aspects by OECD, IMF and the World Bank, has became recently an important consept. Social capital being argued in wide range, leads people of the society to work in a harmony from education to social policy, and from political science to sociology and economy .The social capital is defined as the confidence between the individuals, speciality, honesty that directs the inviduals to share the commons of the society, behave and work with social coordination. The social capital is defined as the source of richness of a society or an instıtution. The main bases of social capital is trust. The mutual trust and sharing the common morals should be the main aim at the modern societies and public administration between the governing and governed. With another expression, both sides must have social capitals. Trust to the instıtution and assimilate of the services and produts can be provided by this approach.

SOSYAL SERMAYE UNSURLARININ KAMU YÖNETİMİNDE HİZMET VERİMLİLİĞİ VE VATANDAŞ TATMİNİ ÜZERİNE UYGULANABİLİRLİĞİ

Abstract

Son yıllarda bilim dünyasında kendi literatüründe çeşitli boyutlarıyla tartışılan bir konu olan sosyal sermaye, Dünya Bankası, OECD ve IMF gibi önemli kuruluşların da dikkatle üzerinde durdukları bir kavram haline gelmiştir. Eğitimden sosyal politikaya, Siyaset Biliminden Sosyoloji ve Ekonomiye kadar uzun bir dönemde geniş alanda araştırmalara ve tartışmalara konu olan Sosyal Sermaye bir toplumu meydana getiren bireylerde bulunan güven duygusu, uzmanlık, dürüstlük, kredibilite gibi erdemlerin, bireyleri ortak hareket etmeye, sosyal dayanışmayı yaymaya ve eşgüdüm halinde çalışmaya sevk eden bir anlayışı ifade eder. Sosyal sermaye bir kurumun veya toplumun zenginlik kaynağı olarak ifade edilir asıl cevheri ise güvendir. Çağdaş toplumlarda ve modern kamu yönetimlerinde yöneten ile yönetilenler ve kurumlar ile hedefler kitleleri arasındaki ilişkilerde de karşılıklı güven, ortak değerler paylaşımı ve anlayış egemen olmalıdır. Başka bir ifade ile her iki tarafın da sosyal sermayeleri olmalıdır. Ürün veya hizmetin benimsenmesi ve kuruma güvenin tesisi bu sayede mümkün olacaktır.
