Mission of the Ombudsman Institution and Its Relations with the Executive

Abstract

The office of Ombudsman was originally created in 1809 in Sweden by the Parliament to protect citizens' rights through an administrative body which was not linked to the executive branch. The most important duty of the ombudsman, which later gained global popularity, is to investigate all cases where a person is alleged to have been wronged and where a reasonable solution cannot be found through litigation or where it is understood that there is no other applicable solution. In this context, it is clear that there is a close relationship with the concept of human rights. In addition, the Ombudsman institution was designed as a remedy against the violation of human rights by the executive body and its extension, the administrative mechanism. Therefore, its relationship with the executive is of utmost importance. Using some examples this paper examined the relationship between the ombudsman institution and the executive body.
