Çatışmalı bir Süreç Olarak Sınırda Karbon Düzenleme Mekanizması Uygulaması

Abstract

Sınırda Karbon Düzenleme Mekanizması (SKDM) hem Avrupa Birliği hem de diğer ülkelere etkileri açısından karbon emisyonunu azalmaya yönelik uygulamaları destekleme hedefini içermektedir. Ancak bu uygulama gerek maliyetlerin kimlere yansıtılacağı gerekse tarihsel süreçte karbon salınımına ülkelerin katkıları ve yeni dönemde karbon salınım kısıtlamaları açısından adil olup olmadığı tartışılan bir uygulama olarak karşımıza çıkmaktadır. Bu açıdan gerek sınıf içi (sermaye-sermaye) gerekse (Küresel Kuzey-Küresel Güney) olarak çatışmalı bir süreci içermektedir. Böyle çatışmalı bir süreçte SKDM uygulamasının sürdürülebilirliği ve bu uygulamadan etkilenen kesimler için olası etkileri çalışmada tartışılarak ortaya koyulmuştur. İlgili mevzuat ve uygulamalar analiz edilerek SKDM uygulamasının “yeni nesil koruma aracı” olarak sınıflandırılabileceği ve sermayeler arası rekabeti etkileyecek etkin bir politika aracı şeklinde kullanılabileceği tespit edilmiştir.

The Carbon Border Adjustment Mechanism: A Process of Conflict

Abstract

The goal of the Carbon Border Adjustment Mechanism is to encourage policies that have been successful in lowering carbon emissions from the EU as well as other negative environmental impacts. Regarding who will bear the costs, how much each nation contributes to the procedures of carbon emissions, and whether or not it is reasonable to impose carbon emission limits in the new era, this practice is contentious. Within the class (capital-capital) and with (Global North-Global South), it entails a conflictual process. The viability of CBAM in such a contradictory process has been investigated, as have the potential consequences for the groups impacted by this approach. CBAM can be categorized as a "new generation protection tool" as well as an efficient policy tool model that promotes competition between capitals based on the analysis of relevant laws and practices.
