Technical Courses in Junior College Electrician Training Programs

Abstract

Turkey has a total of 141 Junior Colleges (138 state- and 3 foundation-funded) that offer programs in the training of electricians and confer on their graduates the title of ‘Electrical Technician.’ By completing such programs, graduating technicians are granted the legal rights to prepare/design interior electrical projects of up to 30kW, to carry out, inspect, and approve interior electrical systems of up to 1250 KW, and to operate, maintain and measure installations of up to 1250 KW.  The Project for Human Resource Advancement Through Technical Education, an endeavor conducted jointly by the Ministry of National Education and the Council of Higher Education, resulted in the establishment of junior college level course programs/syllabi and 5th Level Occupational Aptitude Proficiencies as set by the Professional Competency Board for 52 different occupational trades, including that of Electrical Technician. The implementation of these programs began in the 2010-2011 academic year. The aim of this study is to determine whether or not the education and training provided to students of Turkey’s electrical technician programs are adequate in preparing them for the kinds of electrical work and lighting issues they will meet in their professional lives, including project design, monitoring, and technical applications. All of the syllabi for the programs are investigated and the contents of those courses aimed at project design/drafting and technical work are studied. An evaluation is then conducted to ascertain the sufficiency levels of the syllabi established by the Council of Higher Education and the training provided in the installation of electrical systems, the preparation of customized installations, and other occupational related tasks.

Elektrik Önlisans Programlarında Tesisat Dersleri

Abstract

Türkiye’de, 138 devlet, 3 vakıf üniversitesindeki 141 Meslek Yüksekokulunda Elektrik Programı vardır. Bu program mezunları “Tekniker” unvanı almaktadırlar. Teknikerler,  yasal olarak 30 kW’a kadar iç tesisat projesi hazırlama, 1250 KW’a kadar iç tesisat yapımı, muayene, kabul, 1250 KW’a  kadar tesislerin işletme, bakım ve ölçü işlerinde yetkilidirler. Milli Eğitim Bakanlığı ve Yükseköğretim Kurulu’nun ortaklaşa yürüttükleri İnsan Kaynaklarını Mesleki Eğitim Yoluyla Geliştirilmesi Projesi sonucunda, Yükseköğretim Kurulu, 2010-2011 Öğretim Yılından itibaren uygulanmak üzere, Elektrik Programı dahil 52 program için müfredat ve Mesleki Yeterlilik Kurumu tarafından ön lisans programları için 5. Seviye olarak açıklanan mesleki yeterlikleri belirlemiştir. Çalışmamızda, elektrik teknikerlerinin meslek hayatlarında mutlaka karşılarına çıkacak ve yetkileri dahilinde olan proje yapma, denetleme ve yapımı konularını içeren elektrik tesisat ve aydınlatma ile ilgili konularda meslek yüksekokulu eğitiminde yeterli eğitim alıp almadıkları araştırılmıştır. Tüm elektrik programlarının ders planları incelenerek proje çizme ve tesisat yapım konularını işleyen dersler ve içerikleri incelenmiştir.  Yükseköğretim Kurulu tarafından belirlenen müfredatın yanı sıra, elektrik tesisatları yapmak, özel tesisatlar yapmak gibi mesleki yeterliklerin verilen eğitim ile sağlanıp sağlanamayacağı değerlendirilecektir.
