BÖLGESEL KALKINMAYA YÖNELİK FİNANSAL DESTEK MEKANİZMALARININ ETKİLERİ: BEBKA ÜZERİNE BİR ARAŞTIRMA

Abstract

1990’lı yılların
sonlarından itibaren yeni bir bölgesel politika paradigması ortaya çıkmıştır.
Yeni paradigma, birbirlerinden ayrı politika çerçevelerini ifade eden Yeni
Ekonomik Coğrafya ve Ekonomik Coğrafya yaklaşımının kurumsal ve evrimsel dönüşü
üzerine kuruludur. Geleneksel yukarıdan aşağıya politika yaklaşımına karşı tez
olarak yeni paradigma, aşağıdan yukarıya yaklaşımı benimsemiştir. Yeni
paradigmada bölgesel politika, mekâna dayalı, çoklu düzeyde yönetişimi içeren,
yenilikçi ve farklı tipte bölgelere yönelik olarak uygulanabilme özelliklerine
sahiptir. Bölgesel kalkınma ajansları, aşağıdan yukarıya bölgesel politikaların
yükselişinde önemli rol oynamıştır. Bu çalışmanın amacı, Bursa Eskişehir
Bilecik Kalkınma Ajansı (BEBKA) tarafından
sağlanan finansal destek mekanizmalarının etkilerini, bölgesel politikaların
yeni paradigması perspektifinden araştırmaktır. Elde ettiğimiz bulgular,
sağladığı finansal desteklerin firma düzeyinde bazı yararları olmasına rağmen,
BEBKA’nın aşağıdan yukarı bölgesel politikalar izleyebilmek için belirli
yetersizlikleri olduğunu göstermiştir.
