AVRUPA BİRLİĞİ’NDE SOSYAL GİRİŞİMCİLİK

Abstract

Sosyal girişimcilik, piyasaların işleyiş sürecinde bazı toplumsal gruplar için oluşan dezavantajları ve eşitsizlikleri gidermeyi amaçlayan bir girişimcilik türüdür. Sosyal girişimcilik, gönüllü, kar amacı gütmeyen veya kar amaçlı kuruluşların sosyal sorunların çözülmesi için harekete geçirilmesini hedeflemektedir. Bu şekilde, sosyal katma değer ve ekonomik katma değer oluşturmaya birlikte odaklanılarak, ekonomik ve sosyal boyutlar biraraya getirilmektedir. Bu süreçte, sosyal entegrasyon veya istihdam konusundaki kamu politikalarına alternatif oluşturmaktan ziyade, tamamlayıcı bir yol izlenmesi amaçlanmaktadır. Avrupa ülkeleri, devlet ve piyasa arasındaki üçüncü bir alan olarak da değerlendirilebilen sosyal girişimcilik konusunda uzun bir geçmişe sahiptir, çünkü bu ülkelerde gönüllü kuruluşlar sosyal konularda uzun süredir rol almaktadır. Öte yandan, İkinci Dünya Savaşı sonrasında Avrupa ülkelerinde sosyal ekonominin önemi giderek daha fazla artmıştır. Avrupa devletlerinin kendine özgü uluslarüstü bütünleşmesinden oluşan Avrupa Birliği, sosyal girişimciliği de teşvik etmektedir. AB, sosyal girişimciliği sosyal politikaları da içeren mali destek programlarıyla desteklemektedir. AB tarafından hazırlanan sosyal girişimcilik haritasına bakıldığında, AB ülkeleri arasında sosyal girişimciliğin benimsenmesi ve uygulanması konusunda farklılıklar olduğu görülmektedir.
