Türkiye and Qatar’s Role in International Mediation: An Analysis of Foreign Policy and Approach to Conflict Resolution
Abstract
This article examines the evolving practice of international mediation, with a focus on the roles played by the United Nations (UN), the Republic of Türkiye, and the state of Qatar in resolving contemporary conflicts. Mediation, as enshrined in the UN Charter, has shifted toward a more inclusive and multiactor approach, allowing new regional powers to participate actively in peace processes. Türkiye and Qatar have both emerged as key mediators in high-profile international crises, utilizing diplomatic strategies that reflect their respective foreign policy interests and regional ambitions. The article provides a comparative analysis of their mediation approaches, including Türkiye’s joint efforts with the UN in facilitating the Black Sea Grain Initiative during the Russia-Ukraine war, and Qatar’s pivotal role in negotiating between Israel and Hamas, particularly during the escalation of violence in Gaza after October 7, 2023. Findings indicate that the mediation processes led by Türkiye and Qatar have achieved significant, albeit partial, progress in de-escalating tensions and enabling humanitarian relief, while also enhancing their diplomatic standing. Furthermore, this study discusses how mediation functions as a central instrument of foreign policy for both countries, enabling them to project influence beyond their immediate regions and reinforce their positions as indispensable actors in today’s international diplomacy. The article concludes by assessing the implications of these cases for future mediation practices and global conflict resolution efforts.
