THE PERCEPTION OF THE ARMENIAN QUESTION IN THE SPANISH DIPLOMATIC REPORTS
Abstract
The Armenian Question has been the focus of many national andforeign academic studies in the field of history. The primary sources used insuch studies generally belong to the archives of the states like Russia,Ottoman, Britain, and France that had been the parties of the Treaties ofSan Stefano and Berlin and where the Armenian Question had become aninternational issue. Thus, the scope of the documents and the studies basedon them differs according to those states’ policies toward the Ottomanterritories and to their relationship with the Ottoman Empire in the WorldWar I either as an enemy or as an ally. On the other hand, the studies basedon the archives of the states out of this circle are low in number. This paperstudies the Armenian Question in the light of the diplomatic reports of1914-1922 of Spain, which was a neutral state during World War I andthereby preserved its diplomatic corps in the Ottoman territory. Moreover,Spain neither had any role in the emergence of the Armenian Question,nor had the issue created a direct effect on bilateral relations with theOttoman Empire. Therefore, with this study, it is aimed to present theperception of a neutral and impartial state about the events anddevelopments of the mentioned years, which have led to the genocideallegations today. It is also aimed to demonstrate the change in the Spanishperception about the roles of the Turkish authorities, the Armenians, and theGreat Powers in a period from the First Word War to the era of the War ofLiberation (also known as the National Struggle in Turkish), as well as aboutthe responsible party of the events of 1915. In this study based on thediplomatic reports obtained from the Ministry of Foreign Affairs of Spain, itis expected to determine the turning points of the Armenian Question, whichtransformed from a historical phenomenon into a political issue
