THE FACTORS WHICH GIVE GROUND FOR THE UNITED NATIONS SECURITY COUNCIL TO DETERMINE ARMENIA AS AN AGGRESSOR STATE
Abstract
All facts that identify the definition of aggression in the UNGeneral Assembly Resolution 3314 (1974) have been realized by Armeniaagainst Azerbaijan. In all resolutions of the UN Security Councilregarding Nagorno-Karabakh, the sovereignty of Azerbaijan, the integrityof its territory, and the principle of inviolability of the internationallyrecognized borders are confirmed. But in none of the resolutions hasArmenia been determined as an aggressor state and this is the mainreason for the conflict having remained unresolved. The Security Councilmust differentiate the aggressor party and self-defensive party in itsresolutions. The Security Council must request Armenia to stop itsaggressive policy according to the Charter of the UN. Although Armeniaconducts an undeclared war against Azerbaijan and disguises itsaggressive policy from the world community through different means,there are many facts proving that Armenia is an aggressor state and thatits intention is the annexation of the territory of Azerbaijan. Armeniangovernment’s plans to join territory of Nagorno-Karabakh with theterritory of Armenia, the direct participation of Armenia’s armed forcedin the occupying of the lands of Azerbaijan, the supplying of theNagorno–Karabakh Armenians with military ammunition by the state ofArmenia, the expulsion of the Azerbaijanis from their own lands byArmenia through terroristic tactics, the ethnic cleaning policy, thescorched earth policy in the occupied lands, the keeping of militarycaptives and hostages in its lands, the active work of the state fortransferring the Armenian inhabitants to the occupied regions, theembezzling of the natural resources of the occupied lands of Azerbaijanby Armenia, the replacement of the toponymies by the Armenian ones inthe occupied lands, and the changing of the historical, cultural monumentsall give ground for the Security Council to define Armenia as an aggressorstate
