ABD’de Kamu Yönetiminin Çocuk İstismar ve İhmalini Önleme Çalışmaları

Abstract

Çocuk ihmal ve istismarı, tüm dünyada olduğu gibi ABD’nin de en temel problemlerinden birisidir. Bir yandan meydan gelen olayların yaratmış olduğu sorunları çözmeye çalışırken, diğer yandan bu tür vakaların meydana gelmemesi için verilere dayalı ve planlı bir çalışma içerisindedir. Öncelikle de önleme tedbirlerine yoğunlaştığı görülmektedir. Bu makale ABD’deki çocuk ihmal ve istismarını önleme çalışmalarını öncelikle resmî kaynaklara ve bilimsel makalelere dayalı olarak inceleme amacını taşımaktadır. Türkiye’de bu sorunla mücadele eden kamu yöneticilerine bir örnek teşkil edebilmesi ya da yol gösterici izler taşıyor olabilmesi amaçlarımız arasında yer almaktadır. Ancak, sorunun ortaya çıkmasını önlemek amacıyla yapılan çalışmaların verimliliği ve olumlu sonuçlar vermesi, kamu yönetiminin, etkin uygulamalarına bağlı olduğu gerçeği göz ardı edilmemelidir. Bütün toplumsal dinamikler harekete geçirilmeden ve koordineli bir biçimde çalışmaları sağlanmadan, bu sorunun çözülebilmesi mümkün değildir. Bu bağlamda, öncelikle verilerin düzenli bir biçimde elde edilmesi ve incelenmesi önem taşımaktadır. Diğer yandan bu veri ve analizlere dayalı yapılmış planların koordineli ve işbirliği anlayışı içerisinde uygulanması gerekir

Prevention Efforts of Child Abuse by Public Administration in the USA.

Abstract

Child neglect and abuse is one of the basic problems of the meat of the USA as it is all over the world. On the one hand, while trying to solve the problems created by the events that have occurred, on the other hand it is in a study based on the data and planned to prevent such cases from happening. Firstly, it seems to concentrate on preventive measures. This article aims to examine the efforts of the US to prevent child abuse and neglect primarily based on official sources and scientific articles. In Turkey, it can serve as an example to public administrators who struggle with this problem or guiding tracks are among our goals to be carrying. However, the fact that the work done to prevent the emergence of the problem yields positive results and that the public administration depends on its effective implementation should not be ignored. It is not possible that this problem can be solved without all social dynamics being worked on in a coordinated way without being actuated. In this context, it is important to first obtain and examine the data in a regular manner. On the other hand, plans based on these data and analyzes need to be implemented in a coordinated and collaborative manner

It is an internationally indexed, nationally refereed, scientific and electronic journal that publishes original research articles aiming to contribute to the fields of Engineering and Science in 2021 and beyond.
The journal is published twice a year, except for special issues.
Candidate articles submitted for publication in the journal can be written in Turkish and English. Articles submitted to the journal must not have been previously published in another journal or sent to another journal for publication.
