Abstract

Due to the regional consequences of the conflict، along with its religious and national component، the GCC since its inception in 1981 was interested in investigating developments of the conflict and presence in various milestones in the course of conflict. However، the positions of the GCC have changed and have been affected by a number of events. This change was obvious throughout periods of conflict since the establishment of the Council until 2014.By tracking and analyzing the GCC summit statements، it would be clear that there is no clear plan of action towards the Arab - Israeli conflict comparing to the Israeli action. The GCC actions were linked to the United States’ position towards the Arab-Israeli conflict. The GCC neglected elements of hard and soft power of its member states
