This study attempts to measure the relation of mutual effect between "The world of geopolitical ideas" and "The practical world of decision-makers" in Russia since the onset of the 21st century. The study discusses the dialectical relation between Russian academia and decision-makers in Kremlin and the limited effect of academics on the decision-makers or the decision-makers's manipulation of academicians according to the country's high politics and interests, through discussing the most important theories of geopolitics designed by different Russian scholars since the Soviet period until now, with giving utmost importance to the New-Eurasianism theory as one of the most influential philosophies on contemporary Russian decisionmakers
