This study focuses on determining which definition of cultural harmony applies to the Turkish case, or which harmonic approach exists in public institutions and NGOs? It is difficult nowadays to find an exemplary state that demonstrates a model approach to this issue in the world. Thus, the harmonic work and policies applied by Turkey -which has the largest number of migrants in the world- towards migrants in recent years deserves analysis and scrutiny. The performance that Turkey has demonstrated on the subject of harmony can set an example for the world. The focal point here is the extent to which civilians contribute to this process and the extent of cooperation with public institutions
