Abstract
This analysis discusses the historical evolution of the debate on the planned safe zone in Syria its potential scope and the differences between similar concepts such as the safe zone the buffer zone and the no-fly zone. The positions of international actors such as the united States and Russia and regional parties such as Iran Israel Saudi Arabia and Turkey - will be assessed in order on the subject of the planned safe zone. When assessing the positions and actions of the various parties in our analysis Turkey's key role in establishing and monitoring the safe area emerges as the most likely scenario at hand summarized in the final section
