This paper discusses the Libyan context led to the signing of the Memorandum of Understanding between Libya and Turkey, which did not please many countries whose foreign policy differs from Turkey. The study deals with the political and economic background of the exclusive economic zone in the Eastern Mediterranean and its relationship to the geo-strategic transformation in the field of energy and its effects on Libya in light of General Khalifa Haftar’s aggression. The paper believes that Turkish intervention in Libya will contribute to striking a balance for stability and settling the conflict in light of the intense pressure on the Saraj government
