تحديات مؤسسات الأمن والدفاع في الحكومة الإتحادية العراقية

Abstract

تواجه المؤسسة العسكرية والأمنية العراقية تحديات على مستويات إستراتيجية وتكتيكية، وهذا يستدعي إعادة النظر في الإستراتيجية الشاملة للأمن الوطني العراقي. يأتي هذا التحليل في فترة حرجة تسعى فيه الدولة العراقية إلى بسط الأمن وتحقيق هيبة الدولة واحتكار قوة السلاح، في مواجهة تهديد التنظيمات الإرهابية، وتزايد نفوذ المليشيات على حساب أجهزة الأمن الرسمية. يهدف هذا التحليل إلى التعرف إلى طبيعة تحديات المؤسسات العسكرية والأمنية العراقية، واستعراض المسار الزمني للأحداث الأمنية التي أثرت في تطور القوات المسلحة العراقية، خصوصا بعد الانسحاب الأمريكي من العراق عام 2011، وأحداث سيطرة تنظيم داعش عام 2014. كما ستجري مناقشة التحديات البنيوية التي تتعلق بإشكالية التأسيس والبناء التي حدت من نمو وتطور المؤسسة العسكرية والأمنية، والتحديات الوظيفية التي تتعلق بتنفيذ مهام أجهزة الأمن والدفاع، التي تسهم في ضعف أداء وظائف المؤسسة العسكرية والأمنية.

Iraqi Federal Government's Security and Defense Challenges

Abstract

The Iraqi military and security services are facing challenges at strategic and tactical levels, which needs a review of the comprehensive strategy for Iraqi national security. This paper comes at a critical period in which the state seeks to extend security, achieve state prestige. At the same time, it prevents the threat of ISIS and the increasing influence of PMF's. In addition, this analysis aims to identify the nature of the challenges of the Iraqi military and security services, then so review the timeline of security events that how it affected the development of the Iraqi armed forces capacity. Also the U.S forces withdrawal from Iraq in 2011, and the ISIS period after 2014. The main point we discussed, firstly; the "structural challenges" related to the establishment and construction problems, which limited the growth and development of defense and security establishments. Secondly, the functional challenges related to the implementation of the tasks of the security and defense services, which, deepen to the poor performance of the functions of the military and security establishment.
