الاتحاد الأوروبي والربيع العربي: الاتحاد من مناد للديموقراطية إلى لاعب غير فعّال

Abstract

يهدف هذا البحث إلى تقييم موقف الاتحاد الأوروبي من الثورات العربية في إطار معايير ثلاثة هي صعود الدول في ظل تغير الديناميكيات الأساسية للسياسة الدولية وتمايز المصالح بين أعضاء المنظمات الإقليمية والدولية وتصاعد التنافس الاستراتيجي على المصالح وتعارض ذلك مع المبادئ والقوانين. يسعى البحث للإجابة عن عدد من الأسئلة أهمها كيف كانت استجابة الاتحاد الاوروبي للمشكلات التي برزت خال الثورات وعملية التغيير؟ وأيهما كان أكثر مركزية من الآخر في صياغة هذه الاستجابة: المبادئ أم المصالح؟ في إطار هذه الأسئلة سنحاول أن نقدم شرحاً للكيفية التي يختار بها الاتحاد الأوروبي بين المبادئ والمصالح بالاستعانة ببياناته الرسمية ومواقفه السياسية

European Union and Arab Spring: EU from a Democracy Promoter to an Ineffective Actor

Abstract

This research aims to evaluate the position of the European Union on the Arab revolutions within the framework of three criteria: the rise of states in the light of the change in the basic dynamics of international politics, the conflict of interests of members of regional and international organizations, the escalation of strategic competition for interests, and its conflict with principles and laws. The research seeks to answer several questions, the most important of which is how the European Union responded to the problems that emerged during the revolutions and the process of change?
