Ethical Principles and Publication Policy

The publication processes followed in the Journal of the Institute of Social Sciences of Sivas Cumhuriyet University (SCÜSBED) constitute the basis for the development and distribution of information in an impartial and respected manner. The processes followed in this direction are directly reflected in the quality of the work of the authors and the institutions that support the authors. Peer-reviewed studies are studies that embody and support the scientific method. At this point, it is important that all stakeholders of the process (authors, readers, researchers, publishers, referees, editors) comply with the standards for ethical principles.
Sivas Cumhuriyet University expects all its stakeholders to bear the following ethical responsibilities within the scope of publication ethics in the Journal of the Institute of Social Sciences (SCÜSBED).
The ethical duties and responsibilities listed below have been prepared by taking into account the guidelines and policies published by the Committee on Publication Ethics (COPE) as open access.
1. Ethical Principles
* Authorship of the Article
Authorship should be limited to people who have made significant contributions to the design, execution or interpretation of the reported study. Anyone who has made significant contributions should be listed as a co-author. If there are other people who have participated in certain important aspects of the research project, they should be accepted or listed as contributors. The corresponding author should make sure that all eligible co-authors are included in the article and that there are no ineligible co-authors, and that all co-authors have seen and approved the final version of the article and have accepted its submission for publication.

* Conflicts of Interest
Authors: All authors should disclose in their articles any financial or other significant conflicts of interest that may be interpreted to affect the results or interpretation of their articles. All sources of financial support for the project should be disclosed.
Referees: Referees should inform the journal editorial office about the evaluation process if they suspect that there is any conflict of interest in the article they are evaluating and reject the article evaluation if necessary. In order to prevent a conflict of interest, the persons in the institutions where the authors of the article work cannot arbitrate for the article.
Editors: Editors should not have a personal or financial conflict of interest with the articles.

• Data Access and Storage
Authors are asked to provide raw data in connection with an article for editorial review and, if possible, should be prepared to provide public access to such data and, in any case, be prepared to store such data for a reasonable period after publication.
* Fabricated Data Production and Forgery
Fabricated and/or falsified experimental results, including images.

* Duplicate/Multiple Article Submissions
Articles that have been found to have been sent to another place or published elsewhere. If authors have used their own previously submitted or published work as the basis for a submitted article, they must refer to previous studies. They should also indicate how new contributions are presented in October in addition to previous studies in the articles they submit.

* Intellectual Property Right
The authors confirm that the submitted article (and any supporting elements) are their own intellectual property and the copyright has not been transferred to others.
The authors confirm that the article does not contain plagiarism, fabrication, falsification, manipulated quotations and that the article complies with the JSS authorship policies.
All manuscripts, revisions, drafts and typesets of the Journal remain the intellectual property of the author(s). Except as specified in the agreed license, the author(s) retains the copyright of his/her works.
Authors, reviewers and editors agree to keep confidential all communications, comments or reports from reviewers or editors.
The referees and editors agree to keep all manuscripts, corrections and drafts confidential except for the published final typesetter(s).

* Correction, Retraction, Expression of Concern
Editors can make corrections if they detect minor errors in the published article that do not affect the findings, comments and results.
In the case of major errors/violations that invalidate the findings and conclusions, editors may retract the article.
If there is a possibility of misuse of research or publication by the authors of the manuscript; there is evidence that the findings are unreliable and the authors' institutions are not investigating the incident, or if the possible investigation seems unfair or inconclusive, the editors may publish an expression of concern. The COPE and ICJME guidelines are taken into account in relation to correction, withdrawal or expression of concern.

* Publication of Studies Based on Surveys and Interviews
It adopts the principles of “Code of Conduct and Best Practice Guidelines for Journal Editors” and “Code of Conduct for Journal Publishers” of the Committee on Publication Ethics (COPE) in order to create ethical assurance in scientific periodicals in the Journal of the Institute of Social Sciences of Sivas Cumhuriyet University (SCÜSBED). In this context, the following issues should be observed in the studies sent to the journal:
Ethics committee approval must be obtained for research conducted in all branches of science that require ethics committee permission, this approval must be indicated and documented in the article.
In the case of researches requiring ethics committee permission, information about the permission (name of the board, date and issue number) may be included in the method section. However, at the end of the Article, in the case reports in the article information form, the information that the informed consent / consent form has been signed should be included in the article.

The researches that require the permission of the Ethics Committee are as follows:

 All kinds of research conducted with qualitative or quantitative approaches that require collecting data from participants using survey, interview, focus group study, observation and interview techniques,
Retrospective studies in accordance with the law on the protection of personal data,
He Also;
* Stating that the ”Illuminated consent form" has been received in case reports,
* Obtaining permission from the owners for the use of scales, questionnaires, photos belonging to others and specifying,
* Stating that the copyright regulations are complied with for the ideas and works of art used.

Other types of ethical violations
a) Not to indicate the persons, institutions or organizations providing support and their contributions in publications made as a result of research conducted with support,
b) To use theses or studies that have not yet been submitted or defended and accepted as sources without the permission of the owner,
c) Failure to comply with ethical rules in human research, failure to respect patient rights in publications,
ç) To act contrary to the provisions of the relevant legislation in research related to people,
d) To share the information contained in a work that he has been assigned to examine with others before publication without the explicit permission of the owner of the work,
e) To use the resources, spaces, facilities and devices provided or allocated for scientific research for other purposes,
f) Making unfounded, unwarranted and intentional accusations of ethical violation,
g) To publish the data obtained in surveys and attitude surveys conducted within the scope of a scientific study without obtaining the explicit consent of the participants or, if the research is to be conducted in an institution, also without obtaining the permission of the institution,
h) To harm the ecological balance in the researches carried out,
i) Not to obtain in writing from the authorized units the permissions that must be obtained before starting studies in research.
i) To carry out studies in research contrary to the provisions of the legislation or international conventions to which Turkey is a party regarding relevant research and experiments.
j) Failure by researchers and authorities to comply with the obligation to inform and warn interested parties about possible harmful practices related to the scientific research conducted,
k) Not to use data and information obtained from other persons and institutions in scientific studies to the extent and in the way permitted, not to respect the confidentiality of Jul and not to ensure the protection of this information,
l) Making false or misleading statements regarding scientific research and publications during academic appointments and promotions.

Responsibilities of Authors and Ethical Principles to Comply With
* Studies should be original and based on research.
• It should be ensured that the other authors whose names will be written in the article contribute to the research. It is contrary to scientific ethics to list people who do not have academic contributions as additional authors or to rank authors by non-scientific criteria such as title, age and gender, regardless of the order of contribution.
• In multi-author articles, it should be clearly stated in which stage of the article the authors contributed to and at what rate.
* The article should not be sent to different journals at the same time and should not have been sent to another journal before. If it is sent, the publication process will be canceled.
* It is assumed that the authors who submit articles to the journal have read and accepted the publication and writing principles of the journal, and the authors are considered to have committed to what is expected of them in these principles.
* Previously rejected studies in our journal should not be resubmitted in the same way. In such a case, the studies will be rejected.
* The citation notation and Bibliography list should be complete.
* Plagiarism should not be made and fake data should not be included.
* The similarity rate should not exceed 20% in order for the referee process of the article to be initiated as a result of the similarity screening.
• An article is included in a maximum of 2 PRE-CONTROL processes, if the issues communicated to the author are not corrected during this process, the article is rejected.
* The responsible author should inform the journal editor in case of any conflict of interest.

The Responsibilities of Arbitrators and the Ethical Principles to which They Must Comply
* Referees should act with the awareness that they are the most basic determinant of the academic quality of the article to be published in the journal and make an evaluation with the responsibility of improving academic quality.
* Referees should only accept the arbitration of articles in which they have the expertise necessary to make an appropriate assessment, can comply with the confidentiality of blind arbitration and can keep the details of the article confidential in any way.
• After the article review process, any information about the reviewed article should not be shared with others in any way.
* Referees should only evaluate the accuracy of the content of the articles and their compliance with academic criteria. The fact that the thoughts expressed in the article are different from the thoughts of the referee should not affect the evaluation.
* Referee reports should be objective and measured. Insulting, belittling and accusatory expressions should be strictly avoided.
* Referees should avoid superficial and ambiguous statements in evaluation reports. In evaluations with negative results, the incomplete and imperfect issues on which the result is based should be shown concretely.
* Referees should evaluate the articles within the time allowed to them. If they are not going to make an evaluation, they should inform the journal within a reasonable period of time.

Responsibilities of Editors and Ethical Principles to Comply With
* Editors should accept articles that will contribute to the relevant areas specified in the journal policy into the evaluation process.
* Editors should not be in any conflict of interest/relationship with the accepted or rejected articles.
* Editors have all the responsibility and authority to accept or reject an article.
* It is the editors' responsibility to keep the names of referees and authors mutually confidential.
• Only articles that will contribute to the field should be accepted.
* Support the publication or withdrawal of the correction when errors are found.
* It is the editors' duty to complete the preliminary review, peer review, editing and publishing processes of the articles submitted to the journal in a timely and healthy manner.
* Editors should not show people who do not contribute to the journal as editorial board members or assistant editors.

2. Publication Policy

Any article considered for publication in the Journal of the Institute of Social Sciences of Sivas Cumhuriyet University (SCÜSBED) must meet the following criteria:
* Originality
• Not to contain ethical violation
* To contain clear messages to be conveyed to scientific circles
• The level of contribution it will provide to researchers in the field and the importance of this in terms of social sciences
* Current areas and topics of interest of researchers in the field of social sciences
* Carrying structural and logical integrity
* The research results are based on scientific evidence
* The appropriateness of the scientific method

Evaluation of Articles
Application for an article in the Journal of the Institute of Social Sciences of Sivas Cumhuriyet University (SCÜSBED) https://dergipark.org.tr/tr/journal/95/submission/step/manuscript/new it is done by registering to the "Article Management System" from the address. Articles sent by e-mail are not taken into consideration.

Preliminary Examination and Plagiarism Screening
It is examined for compliance with the journal's writing rules and similarity screening is performed to prevent plagiarism. It is subjected to similarity screening using the similarity program. It is required that the similarity ratio is less than 20% and no more than 3% from a single source. If the similarity rate is more than 20%, the study is either rejected or sent back to the author to reduce the similarity rate. The preliminary examination is completed within a maximum of 30 days.

Editor/Field Editor Review
The study that passes through the preliminary examination and similarity screening stage is examined by the relevant editor / field editor in terms of subject, scope, language and academic competence. This review is completed within a maximum of 30 days.

Arbitration Process (Double-Blind Arbitration)
The studies that pass the preliminary examination and Editorial review are carried out in secrecy within the framework of the double-blind peer review practice. According to the double-blinding strategy, authors who submit publications to the journal do not have access to information about which referees their articles will be evaluated by. In the same way, referees evaluating an article cannot know which author(s) they are evaluating the work of. In other words, the author and referee identities of an article in the evaluation process are kept confidential and the evaluation process is completed. Author Arrangement
The authors take into account the criticisms and suggestions of the referee and the Editorial Board. If there are issues they disagree with, they have the right to object along with their reasons. They edit the article within the scope of the reports and upload the final version of the article to the system.

Field Editor Control
The field editor checks whether the author has made the corrections requested from him in the text. If there is a “Major Revision” in the referee reports, send the article to the relevant referee. If there is an ”Acceptance“ or ”Minor Revision", if the edits have been made, it can redirect the article to the language control stage (The control process is completed within a maximum of 15 days.). If it determines that corrections have not been made, it will send the article to the author again. If the author does not make the corrections again, he may reject the article. Articles that are not accepted for publication will not be deleted from the system. The process stage and all files are registered in the system.

Turkish Language Control
The studies that have passed through the referee process are reviewed by the Turkish Language Editor and correction is requested from the author if necessary. The control process is completed within a maximum of 15 days.

English Language Control
Turkish English language controlled studies are reviewed by the English Language Editor and correction is requested from the author if necessary. The control process is completed within a maximum of 15 days.

Editorial Board Review
The articles that have passed technical, academic and linguistic reviews are reviewed by the Editorial Board and the final publication status is decided. In case of objection from the members, the Board decides by majority of votes.

Typesetting and Layout Stage
The typesetting and layout of the works decided to be published by the Editorial Board are made ready for publication.

Spelling Language
Turkish English and Turkish articles are published in the Journal of the Institute of Social Sciences of Sivas Cumhuriyet University (SCÜSBED). English Turkish abstracts of the articles are also included in the articles published in Turkish. Turkish English abstracts do not have to be included in the articles published in English. If English is not the language of the article, if it is written in a language other than English, an extended English abstract should be added after the bibliography. The extended abstract should be the same as the spelling rules of the article and should be no more than 750 words.

Change of Author
The Journal of the Institute of Social Sciences of Sivas Cumhuriyet University (SCÜSBED) accepts article authors according to the declaration on the Title Page of the article. Therefore, it is the responsibility of the authors to submit the final version of the complete author ranking. Requests for change of authorship after the submission of the article (e.g. removing/adding authors, changing the order, etc.) subject to editorial approval. The Editorial Board will investigate such cases and act according to COPE flow charts.

Requests for changes in authorship should be sent to the Editor with an official letter stating the reasons for the change. The letter must be signed by all authors and contain their approval of the change in authorship. If the request is approved by the Editorial Board, the authors are required to submit a new Copyright Agreement Form according to the final order list.

Objection and Complaint
The Editorial Board of the journal processes objection and complaint cases within the scope of COPE guidelines. Authors can contact the Editorial Office directly for their objections and complaints. If necessary, an impartial representative is appointed for issues that the Editorial Board cannot solve on its own. The Editor-in-Chief will make the final decision in the decision-making processes for appeals and complaints.
