Türkiye’de Mali Sürdürülebilirliğin Yapısal Değişimler Çerçevesinde Analizi 2002-2015

Abstract

Bu çalışmada mali sürdürülebilirliğin iki ayağı olan, bütçe dengesinin sürdürülebilirliği ve dış borçların sürdürülebilirliği ayrımı üzerinden, 2002Q1-2015Q3 dönemimde Türkiye ekonomisi için mali sürdürülebilirliğin geçerliliği araştırılmıştır. İlgili serilerin durağanlıkları yapısal kırılmaya izin veren Kapetanios birim kök testi yardımıyla test edilmiştir. Çalışma sonucunda bütçe açıklarının sürdürülebilir olduğuna dair sonuçlar elde edilirken, dış borçlanmanın sürdürülebilirliğine dair bir bulguya rastlanmamıştır. Diğer taraftan dış borç servis oranı dikkate alınarak Maki eş bütünleşme testi yardımıyla yine dış borçlanmanın sürdürülebilirliğine dair bulgulara ulaşılamamıştır.

Fiscal Sustainability Analysis in the Frame of Structural Changes for Turkey 2002-2015

Abstract

In this study, the financial sustainability of the two legs of the sustainability of the budget over the sustainability of the distinction between external debt and the balance of the validity of the financial sustainability of Turkey's economy has been investigated in 2002Q1-2015Q3 period. Related series of stability is analyzed with structural breaks allowing Kapetanios unit root test results that was obtained with the help of tested deficit is sustainable, while the result could be obtained regarding the sustainability of external debt. Considering the external debt service ratio, the findings could not be reached regarding the sustainability of external debt with Maki co-integration test
