PRAXİS OKULU TEORİSYENLERİNİN BÜROKRASİ SORUNUNA YAKLAŞIMI

20. yüzyılda sınıfsız ve devletsiz bir topluma geçiş amacıyla tesis edilen “sosyalist” rejimler, bürokrasinin ortaya çıkışı ve toplumun geri kalanı üzerinde tahakküm kurması ile sonuçlanmıştır. Bu durum sosyalist/Marksist siyaset teorisyenlerini bürokratikleşme sorununun nedenleri ve çözümü için bir arayışa sevk etmiştir. Bu çalışma, Sosyalist/Marksist hümanizm olarak bilinen yaklaşımın Yugoslavya versiyonu olan Praxis Okulu teorisyenlerinin bürokrasi soruna dair değerlendirmelerini, Praxis Dergisi’ndeki yazılarını temel alarak incelemiştir. Praxis Okulu’na göre bürokratikleşmenin sebepleri iktisadi gerilik, demokratik geleneğin yokluğu ya da zayıflığı, “öncü parti”nin örgütlenme ilkeleri ve yapısı ile işçi sınıfının yönetimi eline almasını engelleyen kültürel zayıflıklarıdır. Bürokratikleşme sorunu karşısında Praxis Okulu teorisyenlerinin çözüm önerileri ise parti içi demokratikleşme, mülkiyetin ve siyasal karar alım süreçlerinin toplumsallaştırılması, özyönetimin toplumun her alanını kapsayacak şekilde uygulanmasıdır. Onlara göre sosyalizm yabancılaşmanın sona erdiği bir an değil, bir süreçtir. Bu nedenle sosyalist rejimlerde bürokratikleşme gibi yabancılaşma semptomlarının ortaya çıkışıyla ayrıca mücadele edilmelidir

In the 20th century, "socialist" regimes, which were established with the aim of transition to a classless and stateless society, resulted in the emergence of bureaucracy and its domination over the rest of society. This situation has led socialist/Marxist political theorists to search for the causes and solutions to the problem of bureaucratisation. This study analyses the evaluations of the Praxis School theorists, the Yugoslavian version of the Socialist/Marxist humanist approach, on the problem of bureaucracy based on their writings in the Praxis Journal. According to the Praxis School, the causes of bureaucratisation were economic backwardness, the absence or weakness of democratic tradition, the organisational principles and structure of the "vanguard party", and cultural weaknesses that prevent the working class from taking over. The Praxis School theorists' solutions to the problem of bureaucratisation are democratisation within the party, socialisation of property and political decision-making processes, and the application of self-government to all areas of society. For them, socialism is a process, not a moment in which alienation ends. Therefore, the emergence of symptoms of alienation such as bureaucratisation in socialist regimes must be combated separately.
