A REVIEW ON THE CHANGE OF PUBLIC DEBT MANAGEMENT AND PUBLIC DEBT STRUCTURE IN TURKEY WITHIN THE PERIOD 1990-2012

In this study, legal and institutional changes in public debt management during the period 1990-2012 in Turkey has been examined and the effect of this change on public debt structure has been studied. With the legal regulation numbered 4749 legislated in 2002, Treasury has been designated as the sole authority responsible for loans within the scope of Central Government, debt management based on risk analysis has been created, the market maker system has been established, thanks to Treasury Information Systems receivables, payables, accruals and accounting systems has been collected under a single system roof and integration has been achieved. As a result of the study, it is concluded that change in public debt management has a positive effect on the public debt indicators such as debt burden, debt service ratio, domestic debt rollover ratio, maturity, real interest rates and much debt criteria

Bu çalışmada Türkiye’de kamu borç yönetiminde 1990-2012 dönemindeki yasal ve kurumsal değişim incelenerek bu değişimin kamu borç yapısı üzerindeki etkisi araştırılmıştır. 2002 yılında yapılan 4749 sayılı Kanun düzenlemesi ile Hazine Müsteşarlığı, merkezi yönetim kapsamında borçlanmadan sorumlu tek otorite olarak belirlenmiş, risk analizine dayalı borç yönetimi oluşturulmuş, piyasa yapıcılığı sistemi kurulmuş, Hazine Müsteşarlığı Bilgi Sistemleri ile borç, alacak, tahakkuk ve muhasebe sistemleri tek bir sistem çatısı altında toplanıp, entegrasyon sağlanmıştır. Çalışma sonucunda kamu borç yönetimindeki değişimin borç yükü, borç servisi oranı, iç borç çevirme oranı, vade, reel faiz oranları ve çok borçluluk kriterleri gibi kamu borçlanma göstergeleri üzerinde olumlu etkisi olduğu sonucuna ulaşılmıştır
